New Mexico has a stormy gambling past. When the IGRA was passed by Congress in Nineteen Eighty Nine, it looked like New Mexico would be one of the states to cash in on the American Indian casino bandwagon. Politics assured that wouldn't be the situation.

The New Mexico governor Bruce King appointed a task force in Nineteen Ninety to draft a contract with New Mexico Indian bands. When the working group came to an agreement with two big local bands a year later, Governor King declined to sign the agreement. He would hold up a deal until Nineteen Ninety Four.

When a new governor took office in Nineteen Ninety Five, it appeared that Indian gaming in New Mexico was a certainty. But when Governor Gary Johnson passed the accord with the Indian bands, anti-wagering forces were able to tie the accord up in courts. A New Mexico court ruled that the Governor had overstepped his bounds in signing the deal, thereby denying the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It required the Compact Negotiation Act, signed by the New Mexico legislature, to get the ball rolling on a full compact between the Government of New Mexico and its American Indian tribes. 10 years had been burned for gambling in New Mexico, which includes Indian casino Bingo.

The non-profit Bingo industry has gotten bigger from Nineteen Ninety-Nine. That year, New Mexico not for profit game owners brought in just $3,048. That climbed to $725,150 in 2000, and passed one million dollars in revenues in 2001. Nonprofit Bingo revenues have increased constantly since that time. 2005 saw the greatest year, with $1,233,289 earned by the providers.

Bingo is certainly popular in New Mexico. All sorts of operators look for a piece of the action. With hope, the politicians are through batting around gaming as a key issue like they did back in the 90's. That's probably hopeful thinking.
