New Mexico has a rocky gaming past. When the Indian Gaming Regulatory Act was signed by the House in 1989, it looked like New Mexico would be one of the states to get on the Indian casino craze. Politics assured that wouldn't be the situation.

The New Mexico governor Bruce King assembled a working group in Nineteen Ninety to create an accord with New Mexico American Indian bands. When the task force arrived at an accord with 2 big local tribes a year later, the Governor declined to sign the agreement. He would hold up a deal until Nineteen Ninety Four.

When a new governor took over in Nineteen Ninety Five, it appeared that Indian wagering in New Mexico was now a certainty. But when the new Governor signed the contract with the Indian bands, anti-gambling groups were able to hold the accord up in courts. A New Mexico court found that Governor Johnson had out stepped his bounds in signing the deal, thus costing the government of New Mexico hundreds of thousands of dollars in licensing fees over the next several years.
