New Mexico has a bitter gaming background. When the IGRA was passed by Congress in 1989, it seemed like New Mexico would be one of the states to get on the Indian casino craze. Politics guaranteed that would not be the situation.

The New Mexico governor Bruce King assembled a panel in 1990 to create a compact with New Mexico Native tribes. When the task force arrived at an accord with two prominent local bands a year later, Governor King declined to sign the agreement. He would hold up a deal until Nineteen Ninety Four.

When a new governor took over in 1995, it seemed that American Indian betting in New Mexico was now a certainty. But when the new Governor passed the compact with the Native tribes, anti-gambling forces were able to tie the contract up in the courts. A New Mexico court ruled that Governor Johnson had overstepped his bounds in signing a deal, thus denying the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It took the Compact Negotiation Act, passed by the New Mexico legislature, to get the ball rolling on a full compact between the Government of New Mexico and its Indian tribes. Ten years had been burned for gambling in New Mexico, including American Indian casino Bingo.

The not for profit Bingo business has grown since 1999. In that year, New Mexico charity game providers acquired just $3,048 in revenues. That climbed to $725,150 in 2000, and surpassed one million dollars in revenues in 2001. Nonprofit Bingo revenues have increased steadily since that time. Two Thousand and Five witnessed the greatest year, with $1,233,289 earned by the providers.

Bingo is apparently favored in New Mexico. All kinds of providers try for a piece of the pie. Hopefully, the politicians are done batting over gambling as a hot button factor like they did back in the 1990's. That's without doubt wishful thinking.
