New Mexico has a rocky gambling past. When the IGRA was signed by the House in 1989, it looked like New Mexico would be one of the states to get on the Indian casino bandwagon. Politics guaranteed that would not be the situation.

The New Mexico governor Bruce King appointed a task force in 1990 to draft a compact with New Mexico Native bands. When the working group arrived at an agreement with 2 big local tribes a year later, the Governor declined to sign the agreement. He held up a deal until 1994.

When a new governor took office in Nineteen Ninety Five, it seemed that Amerindian gambling in New Mexico was a certainty. But when the new Governor passed the contract with the Amerindian bands, anti-wagering forces were able to tie the deal up in the courts. A New Mexico court ruled that the Governor had out stepped his bounds in signing the deal, thereby denying the government of New Mexico many hundreds of thousands of dollars in licensing fees over the next several years.

It required the Compact Negotiation Act, passed by the New Mexico government, to get the ball rolling on a full accord between the Government of New Mexico and its American Indian tribes. A decade had been burned for gaming in New Mexico, including Indian casino Bingo.

The non-profit Bingo business has gotten bigger from 1999. That year, New Mexico not for profit game owners brought in just $3,048 in revenues. That climbed to $725,150 in 2000, and passed one million dollars in revenues in 2001. Not for profit Bingo earnings have grown steadily since then. Two Thousand and Five saw the biggest year, with $1,233,289 grossed by the owners.

Bingo is categorically beloved in New Mexico. All kinds of operators look for a slice of the action. Hopefully, the politicians are done batting around gaming as a hot button factor like they did in the 1990's. That is probably wishful thinking.
